Charles Harkins Realized the Value of Environmental Education & Conservation

Charles E. HarkinsDistinguished HCPS administrator is posthumously inducted into Hall of Fame - Charles E. Harkins was born and raised in Harford County and graduated from Highland High School in 1931. He received a Bachelor of Arts degree from Oklahoma A&M College (now Oklahoma State University) in 1935, and went on to complete a master’s program there in 1936. His research project was focused in the zoology field and involved banding and tracking birds. In 1942, he earned a certificate in school administration from the University of Maryland. Read more...

Charlsie Harkins BrooksDistinguished 28-year HCPS educator joins Hall of Fame - Charlsie Harkins Brooks was born in Annapolis and moved to Bel Air when she was four years old when her father accepted the position of Principal of Bel Air High School. She grew up in Bel Air and graduated from Bel Air High School. In 1960, she graduated from University of Maryland, College Park with a Bachelor of Science. In 1968, she furthered her education by earning her Master of Science in Home Economics, Child Development/Family Life from the University of Maryland. Her research project focused on the effects father absence had on a family unit, particularly in military families. She surveyed families whose children attended Aberdeen High School and had fathers deployed to Viet Nam. In addition to her two degrees, Mrs. Brooks also earned 50 credits beyond her master’s, including the Advanced Professional Certificate. Read more...

Eloise Foster of the Maryland Department of Budget and Management, outlined the FY 2012 budget for the State of Maryland, which closes a projected budget deficit of more than $1.3 billion, invests millions in job creating initiatives, and proposes new reforms to the state pension system, putting it on a path of sustainability. Harford County Public SchoolsThe first revision to the Proposed Elementary Redistricting Plan has been posted to Harford County Public Schools (HCPS) website. The Superintendent’s Technical Advisory Committee (STAC) has been meeting to modify the proposed attendance areas to address community feedback and issues that still needed to be resolved. When the proposed plan was initially released, five schools remained at or above 100 percent capacity. The modifications made in the last several weeks have helped to correct this; however, STAC still has work to complete. The ‘School Locator’ and the smaller, individual school proposed attendance area maps are currently being updated with these modifications. Both items will be reposted as soon as they are available. William D. HallockBill Hallock Supported Students & School Staff - William D. Hallock was born and raised in Poland, Ohio in the rustic 50’s. Mr. Hallock knew he wanted to be a teacher because he loved children and wanted to make a difference in their lives. In 1964, he graduated from Youngstown State University with a Bachelor’s degree in Education and began his teaching career in a sixth grade, self-contained class in Berlin Center, Ohio.
