(Bel Air, MD) - - The Harford County Department of Public Works announced that West Ring Factory Road between MD Rt. 24 and Tollgate Road will be closed to through traffic beginning December 16. Access to residents along this road will be maintained at all times. Also, Vale Road between MD Rt. 924 and Red Pump Road has been re-opened to traffic.
