(Havre de Grace, MD) - - County Executive David R. Craig, joined by Mayor Wayne Dougherty of the City of Havre de Grace and Peter Panos, Administrator of Citizens Care and Rehabilitation Center, signed an agreement formally transferring the Citizens Care facility from the City of Havre de Grace to Harford County Government.
